Patrick Murray

Patrick is responsible for leading, developing and delivering NPC’s policy and think tank activities. This involves developing our key policy areas and sharing these views with policymakers, the media, and other influencing bodies. He also helps to shape new research, taking into account external trends and developments so NPC can better respond to challenges facing the charity sector and society. Patrick leads our flagship State of the Sector programme which aims to support charity leaders transform their organisation to deliver greater impact in a changing world. Patrick is also a member of Charity Bank’s advisory panel.

He has varied experience in both policy and politics, including serving for six years as a Councillor on Oxford City Council, where he was also the Cabinet Member for Housing. Following this he spent three years at Northamptonshire County Council where he advised Councillors on strategy, communications, and policy.

Prior to joining NPC, Patrick worked in the policy team at the National Housing Federation. In this role he led the Federation’s work on areas such as social investment, commissioning, regulation, the Care Act, and welfare reform for supported housing. He was also the Vice-Chair of the Mayday Trust, a charity focusing on strength-based approaches and systems change in the field of homelessness.
