Review of frameworks, tools and data sources for Talent Match

Measuring the journey of young people age 18-24 towards employment or enterprise.

NPC and the Young Foundation conducted a review of existing frameworks, tools and data sources used to evaluate young people’s progress towards meaningful and sustained employment or enterprise. It was commissioned by the Big Lottery Fund (BIG) as an options appraisal to inform the development of a common outcomes framework for the Talent Match programme.

The report’s objectives were to:

  • Provide a structured review of frameworks, tools and data sources available to practitioners;
  • Identify pros and cons, costs, ease of use and extent to which they promote young people’s voice;
  • Identify gaps and areas for development.

This research informed the development of the Journey to Employment (JET) framework, a shared measurement framework for the youth employability sector developed by NPC.
