Jessica Weir

Jessica is a Principal Consultant at NPC, bringing over a decade of experience supporting charities, funders, and international organisations to strengthen their strategies and improve their impact.  Her work spans strategy development, theory of change, monitoring evaluation and learning, programme design, and systems thinking. She works with organisations of all sizes to understand the change they aim to create and how, turning ambition into actionable pathways that drive real, lasting impact.

Jessica’s work enables organisations to navigate complex processes, surface and resolve important discussions, and best consider their unique roles and contributions to change at all levels. She is motivated by approaches that centre participation, inclusion, and meaningful collaboration. She likes working with clients to guide them through thoughtful, developmental processes, build capacity and improve the impact of their work. Recent clients include GambleAware, London Foundation of Banking & FinanceBritish Safety Council, Children in Need, Opportunity International and Walking with the Wounded.

Before joining NPC, Jessica held senior roles in programme quality, monitoring and evaluation, and organisational learning across UK and global development organisations. She has contributed to strengthening organisational strategy, supported the development of meaningful and proportionate measurement approaches, and worked alongside partners to ensure that lived experience is centred in shaping and improving programmes.

She holds an MSc in Anthropology, Environment and Development from University College London (UCL) and a BSc in Psychology from the University of Southampton.
