Hayley Willingale

Hayley joined NPC in 2023 as a Programme Manager, initially running a major, multi-year learning partner project for Sport England. She’s now providing a range of support on strategy and delivery for effective programmes, including our current work with Movember. She gets a kick out of wrestling a complex set of expectations, goals and timelines into clear, actionable plans.

Hayley has over 15 years’ experience working for charities, in Parliament, in the public sector and on the international level, focussing on a range of equality and human rights issues. She has a particular interest in work which builds organisational capability and capacity. Prior to joining NPC, Hayley led a team of experts assessing the UK’s compliance with international human rights law, launching a unique online tool that increased transparency and accountability around these legal obligations. She also oversaw a national programme that trained hundreds of civil society organisations in how to utilise human rights law as a means to achieve social change.

Hayley is passionate about wellbeing, diversity, equity and inclusion issues, and centring living experience at the heart of any meaningful action.
