Zunaira Mahmood

Zunaira is a Consultant at NPC and a mixed-methods researcher with a passion for generating evidence that drives positive social change. She specialises in participatory action research and QED evaluations, using collaborative approaches to support community-driven solutions and meaningful outcomes.

Her experience spans evaluating shared approaches in the youth policy sector, helping organisations strengthen evidence of impact, and supporting the engagement and development of a shared measurement framework for a national government strategy. Passionate about bridging research and practice, she works closely with stakeholders and communities to ensure their voices shape evidence, learning, and decision-making. Zunaira holds an MSc in Social Policy and Research Methods from UCL.
