NPC’s response to the Social Value Act review

On 26 September 2014 the government announced a review of the Social Value Act, looking at how the Act is working and whether it would be beneficial to extend it. The review is also considering how the Act might be extended in a way that continues to support small businesses and voluntary, charity and social enterprise organisations to bid for public contracts.

We prepared this response as a starting point for our discussions with members of the Social Value Act review committee and staff, including Rt Hon Hazel Blears MP and Chris White MP. In it, we suggest that the Review should consider two key areas: how to make the definition of Social Value workable for commissioners and building commissioners’ confidence in using the Social Value Act.

We look forward to seeing the outcome of the consultation.

Update: 13 February 2015

Lord Young’s report of the Social Value Act review has now been published. We’re pleased to see that the Social Value Act review has taken on some of the ideas proposed in our submission and in our manifesto A vision for change
